The library opened to the public in 1975, in a historic building designed by the architect G. B. Dall'Armi for a prison and built between 1879 and 1903. Up to 2001 the library occupied this provisional space with constant commitment to provide adequate services to a town which was developing from the economic, demographic, and cultural points of view.
After long and lively discussions on the best location for a definitive library space, the project for the new building was drawn by the architect Toni Follina in 1996.
The choice of creating a new structure represented an interesting opportunity to develop and enrich the town centre with a public space which is both a symbolic and a real meeting point of different people, generations, and cultures as well as a centre for communication, information, ideas and knowledge. The library is a reference point for a wide range of users as more than 45% of members comes from nearby municipalities. Montebelluna is in a key position in the library system of the province of Treviso, and plays a leading role in the libraries' network "Biblioteche Area Montebellunese".

The municipal library of Montebelluna is a modern public library. It pursues the aim of preserving historical documents as well as providing the services of a modern library by ensuring free access to general information and knowledge.
It gives access to contemporary culture by all available means: books, newspapers, magazines, maps, videotapes, audio CDs, CD-ROMs, and DVDs. It is equipped with a technological infrastructure which offers excellent access to new information services and telecommunications, such as internet and CD-ROMs. It supports formal and informal lifelong education, as well as personal and community development.
The library guarantees its users:
Consultation of library-owned material;
Loan of paper and multimedia documents;
Use of computer facilities;
Opportunity of interpersonal relationships and participation in cultural events;
Knowledge of and comparisons between different languages and cultures.

In particular the library, through its collections, means to:
Offer to the local community an active information, communication and promotion centre, concerned with all aspects of contemporary culture and debate on cultural, political, social, and economic issues;
Encourage literacy, knowledge, the use of electronic resources and access to new information technology;
Record, through the local collection, all aspects of contemporary society and of the local area;
Promote the use of the library's facilities by disabled users, through the use of specific documents and technological means.

The library is situated in a purpose-built structure of three floors, which is specifically designed to supply a library service, and to use and preserve its heritage. The building has wheelchair access, is well equipped and furnished, with a clear internal layout. It is registered as a Public Cultural Institution of the Municipality of Montebelluna; it has a board of directors, a chairperson and a director. The library manages its own budget in order to guarantee its library and local archive services, its literacy and cultural activities, and its cooperation with the other educational and cultural institutions of the town and surrounding areas.
